After fixing all the internal issues, ADSL was still no good. Bit-the-bullet and decided to replace the lead-in cable. It didn't pull. No wonder Telstra hasn't replaced it. After some digging and concrete chiseling, the DIY damage repair was revealed.

Customers think that they can do their own underground joints and then silicon them up but it just doesn't cut it. Even though they have used lots of silicon and crimps the blue wire has corroded causing the ADSL issue.
